Anna Donlon, VALORANT executive producer, released a statement regarding the reasoning for lack of regions for the initial closed beta period:

Our plan was to bring the VALORANT Closed Beta to as many players around the world as quickly as possible, but the COVID-19 pandemic has impacted those plans. For now, we have to focus on the regions where we feel most ready, with more regions following in the months to come.
If you are wondering how to sign up for the closed beta, Riot Games has released instructions for you to follow for your chance at joining the closed beta process. The final step of the instructions tells players to tune-in to select VALORANT closed beta streams after linking your Riot Games and Twitch accounts. So, it appears access to the beta will come via randomized "loot drops" during sponsored streams. Good luck!
