Teamfight Tactics patch 9.23 brings back Ranked Queue, makes a couple of balance changes and fixes game-altering bugs. Tier 2 and 3 Champions receive some buffs while Tier 1 have some of their superiority reduced. The True Damage Little Legends QiQ, Ossia, and Melisma are also now available in-game.
Glacial Stun Chance and Shadow Bonus Damage receive nerfs. Ocean Mana per second and Warden Bonus Armor receive buffs while the total heal amount of Light is now based on the dying Champion's health.
Three-Star Ability Scaling
The three-star ability damage of Tier 2 Champions Jax, Leblanc, Neeko, Syndra, and Volibear have all been buffed, including Thresh's Shield. Tier 3 Champions Aatrox, Ezreal, Kindred and Sion also receive buffs to their three-star ability damage. Nautilus gets twice the love with buffs to Damage and Stun Duration.
General champion balance
Ivern Shields, Maokai's Passive Heal, Nasus Ability Damage and Bonus Health, Taliyah's Mana, Vayne's Ability Damage and Vladimir's Ability Damage all receive nerfs. Taliyah also gets a buff to her Ability Stun Duration.
Skarner gets a buff to armor and nerf to Mana. Yasuo's Ability Hits are now 4/5/6, Thresh's Ability Shield buffed all-round and Rek'Sai gets a redistribution of Ability Damage.
Ezreal stands alone with Ability Cast Time dropped by half. Mana is also decreased as well.
Brand and Yorick get a bit more attention than the others in this Tier, with Yorick seeing significant nerfs while Brand receives buffs instead. Ashe, Malphite, and Olaf are also buffed.
Taric's Health is increased to 900 while Singed's Health is reduced to 950. The latter also has his Ability Damage buffed.
Frozen Heart and Iceborn Gauntlet both have Attack Speed Slow dropped from 35% to 25%. Ionic Spark Damage is reduced to 90 and Guardian Angel can no longer be healed during the resurrecting state.
All players are dropped back to rank Iron. No LP will be lost for losing the first 5 games and placing fourth or better.
Bugfixes touch at least two Champions in each Tier but mostly more. The items Dragon's Claw, Iceborn Gauntlet, Inferno Cinder and Talisman of Light will now function properly. Spatula items will also no longer double the non-spatula component's stats.
General fixes to the game include improved melee unit pathing, all PVE small monsters properly considered 1-star and all summons considered 0-star. Then there's Dragon / Elder Dragon / Rift Herald which are now properly considered 3-star.
