This patch focuses on the matchmaking fix which will prevent players from meeting the same opponent often. It's not the first work they've done on it and it might not be the last either. 

Riot seems to be happy with where the meta is right now, so only slight changes have been made to better accommodate the new Hextech champions. Brawler's health bonus is slightly decreased while Draven, Jinx, Kayle, Lucian and Vi all received nerfs. Lucian sees the least impact with a small decrease to ability damage but Jinx loses some ability bonus attack speed and rocket damage. 

As for champion buffs, Aatrox, Anivia, Gnar, Miss Fortune, Morgana and Shen were all shown some love. In particular, Gnar gets a significant addition to bonus attack damage on transformation. Morgana also sees an increase to armour and a change to ability damage. 

Luden's Echo is the only item touched, dropping damage from 200 to 180. Besides the matchmaking issue, another bug fix in this patch affects the Hextech trait which will now disable Ionic Spark for the proper 8 seconds instead of the whole round. You can check out the full patch notes here
