Loads of rumors were floating in the net, concerning the idea of offline in a brand new Fallout game. Bethesda’s Senior VP of Marketing and Communications, Pete Hines, during Twitter comments exchange has said: 

“It's a server based game. I don't see us completely re-engineering it to somehow be an offline game that is entirely client based.”

However, every player is free to play as a loner, considering other players as the finest AI NPCs.

Earlier, Hines has insisted that multiplayer gameplay is going to feel like nothing before. Bethesda is making everything possible to be sure that fans understand what they’re buying before the B.E.T.A. starts.
