The game's open beta has been released on all platforms on September 26. However, at the start, there were some interruptions. Ghost Recon's developers in official twitter account shared the information that some preparations are still being finalized, causing the delay.
"In order to guarantee a smooth experience for all players, we need to finalize the preparation of our infrastructure before we can open the servers to everyone" — the tweet reads.
When this tweet was posted, the game servers have not yet gone. Probably, this trouble coupled with the fact the beta is open to everyone means servers are overloaded.

Tom Clancy’s Ghost Recon Breakpoint will be released on October 4, 2019, for the PlayStation 4, Xbox One, Google Stadia and PC. Like The Division 2, the game will not appear on Steam, limiting itself only to the Epic Games Store and the Ubisoft digital store.
