Looks like Far Cry franchise is taking a similar to Assassin's Creed route in terms of expanding its genre's borders with adding RPG elements. This might be an actual reason to give Far Cry New Dawn a chance since it utilizes a lightly redesigned Far Cry 5 world map and can't be described as a proper new entry in the series. This was the initial impression many of the gamers got when they first learned about the project.
On the contrary, creative director Jean-Sebastien Decant claims (via Twitter) that Far Cry New Dawn is not an ordinary redesign of Far Cry 5 and the game has a lot of potential to it. The main difference is the aforementioned inclusion of several RPG mechanics. This is happening for the first time ever in Far Cry series, although New Dawn is not going the way of a "full RPG". Instead, the game features "light RPG" mechanics. For instance, players will be able to craft ranked weapons which are going to be useful against enemies of similar rank. The home base where you keep your NPC-followers will also allow you to invest in desired upgrades.
The notorious outposts are not going anywhere, but the overall outpost system is going to be a lot more dynamic. Once you've liberated the outpost you can either claim it or leave it for good. In the latter case, the enemies will come back to the outpost and upgrade it with additional defences creating a new challenge for you to overcome. Whether this adds to replayability, remains to be seen.
