Hot on the heels of The Outlander update, Valve has made some new changes to Dota 2. The patch focuses on items and heroes such as Illusionist's Cape and Outworld Devourer, adding small tweaks to the changes introduced in patch 7.23. The update also briefly touches upon neutral drops.
Here are the patch 7.23a changes:
Neutral drops will now only have a start period in terms of when they can drop and no specific end period. Higher tier items will always roll first, and only three items will drop per tier. Neutral drop rate has also changed to 9/6/3 from 10/5 / 2.5 / 1.25 / etc.
Book of the dead
Cooldown increased to 90.
Duration reduced to 75.
Previous summons will no longer disappear.
Moved to Tier 2.
Mana regen reduced to 2.
Helm of the undying
Moved to Tier 3.
Increases damage of your player-controlled units as well.
Critical Strike reduced to 1.4.
Damage increased to 20.
Cooldown increased to 25.
Mana regeneration reduced to 1.25.
Manabreak reduced to 20.
Magic resistance increased to 25%.
Mana steal now only has half the effect on creeps.
Now has a 4-second cooldown instead of a 75% chance.
Health / Mana regen reduced to 6/3.
All stats increased to 5.
Health restore reduced to 50%.
Now refreshes your non-ultimate abilities upon triggering and no longer Gives +30 All stats.
Moved to Tier 3.
Cast Range reduced to 450.
Vision range reduced to 450.
Now provides 20% Cooldown Reduction, +12 All stats, and +4 Mana Regen. Active also removed.
Now has + 25% Demolish with cleave or splash effect removed.
Debuff duration amp reduced to 25%.
Spell Amp increased to 15%.
Tome of aghanim
Moved to Tier 2.
Stats lowered to just the components of the recipe.
Now provides +1000 Health and -400 Mana.
Health regen increased to 70.
Reduced to 25/30/35/40.
Base mana regen increased to 1.5.
Magic resistance reduced to 5/6/7/8.
Mana regen changed to 0.5 / 1 / 1.5 / 2.
Cooldown reduced to 26/24/22/20.
Aura increased to 30/35/40.
Damage increased to 70/80/90.
Spirit Bear base attack time increased to 1.7 / 1.6 / 1.5 / 1.4.
Level 25 Talent reduced Spirit Bear Attack Time to -0.25.
Intelligence changed to 15 + 1.5.
Base strength increased to 22.
Attribute Shift stats increased to 3/5/7/9.
Level 10 Talent Agility changed to +12.
Intelligence increased to 30 + 4.2.
Strength increased to 21 + 2.9.
Mana per charge increased to 40/50/60.
Multiplier increased to 0.5 / 0.6 / 0.7.
Level 10 Agility reduced to 10.
Eye of the storm
Passive shock damage reduced to 60/100/140.
Base armor increased to 2.
Strength gain increased to 3.3.
Cast range increased to 700.
Stun duration increased to 1.6 / 1.9 / 2.2 / 2.5.
Fixed damage per shot increased to 45/60/75/90.
Damage increased to 200/300/400.
Slow increased to 25%.
Reduced minimum travel time to 0.8 and max travel time to 2.
Slow changed to 40/45/50%.
Strength multiplier changed to 40/50/60%.
Base armor reduced by 1.
Slow changed to 10/25/40/55%.
Cooldown increased to 70/50/30.
Base agility reduced to 20.
Attack Range bonus changed to 60/90/120/150.
Level 20 Talent reduced Attributes to +8.
Level 20 Talent changed to +200 Magic Missile Damage.
Level 25 Talent reduced to Vengeance Aura Illusion Casts Spells.
Increased strength gain to 2.8.
Cast point reduced to 0.2.
Cast range increased to 700/900/1100.
