Pudge is not really among the heroes that have such a big impact during the late game. Sure, he can hook and ult someone, but that's pretty much it. However, that's not the case whenever the team is running him as a core. Believe it or not, there are still some players who tend to pick Pudge as their core, and sometimes, it's a good idea to do it.

Lifestealer

The first hero on this list is the biggest counter that Pudge has ever since the days of DotA. Lifestealer has the advantage of doing absolutely retarded amounts of damage to the enemy heroes that have a lot of Strength. Needless to say, Pudge is one of the heroes with the highest strength and strength gain in the game. Templar Assassin
