Cyberpunk 2077 pre-orders opened during E3 2019, but unlike many other games, there weren't any in-game bonuses for pre-ordering. What you get for purchasing the Collector's Edition is certainly more attractive than what you get in the Standard Edition, but none of these will impact your gameplay directly.
The game's release is quite similar to that of The Witcher 3 in which the standard edition came with a bunch of goodies but no in-game items that could influence gameplay or even indicate which edition players bought.
Special in-game incentives to pre-order games has quickly become normal in the game's industry, so when one fan noticed no mention of such for Cyberpunk 2077, he decided to ask the developers. CD Projekt Red replied, “No, we don’t do that. Every person that buys the game gets exactly the same in-game content, no matter if they buy it in pre-orders, on release date or 2 years later.”
It is an interesting stance that CD Projekt Red has taken and seems to be from the desire for all players to have access to the same base content. If you do want to spend money on Cyberpunk 2077 in-game extras, then buy the DLC when it becomes available.
